The constitutional mandate of the High Court of Justice: fairness, accountability, and access to justice for all.
The Kogi State High Court of Justice holds a central position in the judicial system of Kogi State. Established in 1991 after the creation of the state, the Court derives its legal authority from the 1999 Constitution of the Federal Republic of Nigeria (as amended). This constitutional backing empowers the High Court to act as the apex trial court in the state, with jurisdiction over a broad range of matters.
The Court’s mandate is not only to interpret and apply laws but also to safeguard constitutional democracy, protect the fundamental rights of citizens, and uphold the rule of law. It serves as the foundation of justice delivery, ensuring that the rights of individuals, communities, and institutions are respected and disputes are resolved fairly, transparently, and impartially.
Over the years, the High Court has grown from a modest beginning into a judicial institution with 23 divisions, over 200 subordinate courts, and 9 zonal inspectorates, making justice accessible across the length and breadth of Kogi State.
At the heart of its mandate, the Kogi State High Court exists to provide equal access to justice for all citizens, regardless of their social, economic, or political standing. The Court’s primary function is to interpret laws, resolve disputes, and enforce rights as enshrined in the Constitution and statutory provisions.
In the civil jurisdiction, the High Court hears matters relating to contracts, property, inheritance, banking, land disputes, and breaches of fundamental rights. In the criminal jurisdiction, it tries serious offenses such as homicide, armed robbery, and other capital or indictable crimes that fall outside the scope of Magistrate Courts.
Another key aspect of the Court’s functions is its constitutional role in reviewing legislation and executive actions where necessary, ensuring that they comply with constitutional provisions. This judicial review power helps preserve the separation of powers and protects citizens from unlawful or oppressive acts.
The High Court also performs an appellate role over subordinate courts, including Magistracy Courts and Area Courts. Through its appellate jurisdiction, it ensures uniformity, fairness, and adherence to judicial standards across the state’s justice system.
In fulfilling its mandate, the High Court does not operate in isolation. It plays a crucial supervisory role over the network of Magistracy Courts, Area and Upper Area Courts, Specialized Courts, and Registries spread across Kogi State. This oversight guarantees that justice at the grassroots level is administered consistently and in line with constitutional and statutory standards.
Through periodic inspections by its Zonal Inspectorate Offices, the Court ensures that lower courts adhere to proper procedures, maintain accountability, and avoid abuse of judicial powers. This supervisory role strengthens public trust, ensures uniformity in rulings, and allows citizens in even the most rural areas to access justice without unnecessary barriers.
The High Court also provides guidance, training, and administrative support to judges, magistrates, and court staff, thereby raising the overall standard of judicial performance. By doing so, it bridges the gap between the central judiciary and local communities, ensuring that justice is not confined to the state capital but is spread evenly across the entire state.
The mandate of the Kogi State High Court extends beyond the routine dispensation of justice. In today’s world, a judiciary must evolve to remain effective, credible, and relevant. The High Court has embraced this responsibility by committing itself to continuous reform, modernization, and accountability.
Under the leadership of the current Chief Judge, Hon. Justice Josiah Joe Majebi, the Court has embarked on reforms that include clearing inherited financial burdens, creating directorates for audit, revenue, and welfare, and expanding court infrastructure across the state. These efforts reflect the judiciary’s dedication to strengthening its institutional capacity and improving service delivery.
Technology has also become a vital part of the Court’s modernization agenda. With the introduction of e-filing systems, digital access to causelists, and improved registry services, the High Court is aligning itself with global best practices in judicial administration. This move not only speeds up justice delivery but also reduces the barriers of cost, distance, and time for citizens.
By fulfilling its mandate with integrity, transparency, and innovation, the Kogi State High Court continues to serve as a guardian of justice, protector of rights, and defender of the rule of law. Its reforms strengthen confidence in the judiciary, ensuring that it remains a cornerstone of democracy and justice in Kogi State.
